Alarm & Locksmith Advisory Board Meeting for May 2009

May 6,2009
Oklahoma Health Department       Room 1102

The meeting was called to order at
9:14 am.
Rick Brown called the meeting to order and moved to approve the minutes from last months meeting. They were approved.
The board moved right into the review of company applications.
There were eight companies on the agenda to review, and all were approved, with NO problems.
Matt Schue called for a 2 minute recess. And the meeting resumed upon his return.
The board moved to possible rule changes:
Matt Schue began with the possible rule changes pertaining to out of State companies bidding on jobs in
Oklahoma.
He wanted to look at changing the language in our rules so out of State companies could not bid on jobs in
Oklahoma unless

they had a licensed manager in our State first.  Charles pointed out this would affect service provider companies in our State also!

The board discussed looking at making out of State monitoring companies who have accounts in Oklahoma make their employees

have back ground checks done on them.
Rick Brown moved to new issues.
Matt Schue discussed the appointments to the board. Paul Juneau and James Perry were reappointed to the board.
Ron Edwards was appointed to replace LaRue Medders and Ed Humes was appointed to replace Mike Nelson  on the board.
The board thanked Mr. Nelson & Mr. Medders for their service while on the board.
Bob Carol spoke up about having another locksmith on the board. But was quickly quieted by Matt Schue and the board had

Ed Humes introduce himself to those present.
Matt Schue turned to the issue of dealing with the City of
Tulsa, Ok.
Tulsa has sent out a memo on restriction of electronic locks.  Basically, the letter said “all electronic locks installed in Tulsa had to

be certified by a approved alarm company, and to install electronic locks you had to have a license issued from the City of Tulsa”.

Matt Schue said he was going to the Meeting in Tulsa on Friday to let Tulsa know they could not do this because they were in violation

of State Law.  There was a lot of discussion on this, before Matt said he was going to Tulsa to straighten them out on this matter.
The board moved to old issues.
Paul Juneau handed out his recommendations for the rewording of the rules pertaining to the fire alarms.
Matt said he’d review the changes and post them on the State web site.
The board moved to discussion from the general public.
There was some discussion on the scammer locksmiths and the measures being taken to combat them, and how the other States

were taking the fight to them in different ways.
Rick Brown moved for adjournment.
The meeting ended at
10:45 am
