Alarm and Locksmith Industry Advisory Board meeting for September on 9/02/2009

Room #806 Oklahoma Department of Health Building

The meeting was called to order at 9:08 AM by Rick Brown.

Bob Carol entered late.  James Perry and Paul Juneau were not present.

Rick called for approval of last month’s minutes,  and they were approved.

Rick moved right into approval of new applicants for Licensure.

A lengthy discussion was held about Companies doing work on Indian land.  It was stated that the

Indian lands are exempt from our State Laws & Regulations, unless the Tribes agree to hold the

contractors to the local laws & regulations!

The board then moved on to the review of new applications.  All were approved on the agenda,

except one, that being the approval of Tulsa Mobile Locksmith( Tulsa , OK).  Mr. Alexander Briskin

was present at the meeting and was called before the board.  Matt Schue went over the legal aspects

of Mr. Briskin leaving the current Co. he was a manager of (24 Hour Express Locksmith).  After a good

bit of discussion and questions from the board, His application was placed on hold for 30 to 90 days.

Rick moved to discussion & possible  action concerning rule changes.  Drake McDonald  & Matt Schue

had a long discussion about having a Manager present in the State for out-of-State Companies.

The Board is working on rule changes that will require managers of out-of-state companies to be present

and come before the board prior to approval of licenses in our State.

The next item was input and discussion from the general public.

Matt spoke up and said that the changes to the State’s web site would be done this month.  There were

concerns that Locksmiths were not listed on the web site. Matt assured the board & public that it would be

corrected.

A great deal of discussion was held about  Police Departments unlocking cars!   Matt said his staff was

looking into this issue!

The question was put to Matt Schue  by Dusty Brummitt about the State doing more on letting the Locksmiths

know about legal action being taken on the illegal locksmith companies and scammer locksmith companies.

Matt said that due to on-going legal actions and investigations, he was limited as to what he could tell the public,

but he wanted to let the public and board know that 4 of the very large scammer companies are gone from

Oklahoma, and the amount of scammer/phony locksmiths in the OKC AT&T phone books have been cut down

drastically.

Matt was asked by Charles H. about the court dates and dates of remote video court dates, and they are as follows:

On October 8th & 14th, a court will be held for Barbers, Locksmiths, and Alarm Co’s. at the Department of Health

room #806, and any Locksmiths or Alarm Companies involved will be required to be present at the Department

of Health for those proceedings.

On Nov. 11 at the OK Department of Health room #806, there will be a court concerning large fines/ disciplinary

action against Alarm & Locksmith large violations.

Rick said the next meeting will be on Oct.7,2009  in room #806 at the OK Department of Health, and called for

adjournment of the meeting.
