April 2010 Alarm and Locksmith Industry Advisory Board Meeting

The meeting was called to order at 9:04 am on April 7th, 2010 in Room 806

at the Oklahoma Department of Health.

 

Rick brown called the meeting to order and moved to have the minutes of last

Month’s meeting approved, and they were approved.

Then the board moved to Review of Company applications.  There were 11 companies

up for review.  Two of the companies up for review were locksmiths, and they were

Pitstop  Pop-A-Lok (McAlester , OK) Patrick S. Walling, and Sierra Detention Systems, Inc.

(Golden, CO) Michael Cameron & Keith Thoene.

Matt Schue addressed the board on enforcement of web based businesses advertising in

Oklahoma, and the Health Dept. was approaching all Companies in their enforcement

coverage and advising the Companies they must have an OK license to advertise in Oklahoma.

All companies were approved for licenses.

The board then moved into New Issues.

Rick Brown turned the floor over to Charles Hudecek.  Charles addressed the board on which

bills in the Oklahoma Legislature are still being addressed and those that have been withdrawn.

Then Rick Brown moved to Old Issues, and there were none.

The board moved to Discussion from the General Public.

Mike Nelson addressed the board on sub-contract companies getting around the OK Licensing

laws.  He passed out a form generated by the OKBFAA to everyone in the room.  The form was

on our rules (310:205-3-2) stating,  “No individual licensed under this Chapter shall contract for

his services as an independent contractor without applying for and being issued a company license

under this Chapter.  No Company shall contract for the independent services of an individual

licensed under this section, or shall work for a licensed Company without working under the

supervision of a Company Manager.” (or words to that effect)  The main problem is, we have

salesman & techs. holding licenses under one Company. and hiring out to do work for other

Companies using their license card from the Original Company from whom they are licensed.

Matt Schue said that they will work to address this issue & have revised all applications for

licenses. Matt also told the board that all questions on the application must be filled out, and

not left blank.  If they are left blank, the application will not be accepted.

All applicants will be notified of a test date set by the Health Dept., and the Health Department

will not hold the application until the applicant is ready to test.  If the applicant cannot make the test

date, their application and their fees will be returned to the Company, and will have to be resubmitted.

Rick Brown let Mr. Conrady address the board, and Mr. Conrady asked about photos on out of State

License cards, and if OK was considering photo IDs also.  Matt Schue said that the State was looking

at putting photos on our license cards.

Then there was considerable discussion on tagging of fire sprinkler systems. The State was looking at

requiring a work order detailing all repairs done before replacing a red tag with a green tag.  There was

a lot of discussion from the board and public on this issue.

Then Rick Brown and Steve York stated that everyone there should give a lot of thanks to Charles &

Lowell for their keeping on top of the legislative issues concerning our Industries at the Capital.

Then Rick Brown said that the next meeting would be on May 5, 2010 in room 806 at the OSDH.

Then He called for Adjournment.
